Hi Sue, I was nice talking with you this week, and I have completed the analysis of the current district boundaries to share with you. I applied the current district boundaries with the new 2020 census block data to see the resulting population distribution. In addition, we use the same population criteria that the state uses for their legislative and congressional redistricting, which is to balance the total population of each district to within 5% of the target population. I have the results of the population and the amount of deviation from that target number in both an attached map and table here below: 2020 Newberg Council District Population And Deviation from Target Population (4,190) District Population Deviation % Deviation 1 3,912 -278 -6.63 2 4,500 310 7.4 3 3,011 -1179 -28.14 4 4,135 -55 -1.31 5 3,794 -396 -9.45 6 5,786 1596 38.09 Total City 25,138 Source: U.S. Census Bureau, 2020 P.L. 94-171 Redistricting File Summary of Total Population The map shows the census blocks assigned to each district. Blocks are not split in this process, if they cross a current district boundary, they are assigned to whichever one they predominately fall into. You can see from the table that the districts will need to be re-balanced. I have also created a table of population statistics by age and race of these results that is also attached. I’ll follow up next with a starter list of draft questions for your City Councilors for you to review and add to.
