Thank you for your letter dated May 5, 2021. The City and Portland Parks and Recreation Bureau accept DEQ's offer to reduce the civil penalty to $19,751 with the condition that the City complete the required permanent stormwater controls by December 31, 2021. The City and Portland Parks & Recreation Bureau remain committed to completing the required permanent stormwater controls by Dec. 31, 2021. Your letter indicates that you will put together a Mutual Agreement and Order reflecting this agreement between the City and DEQ; once I have that I will get it signed and returned to you immediately.
