Were you able to connect with the new project manager at Parks? Can you please connect me with her and have the 2016 annual report sent? I am now receiving requests for review from BDS/BES on this project (Stacy Castleberry, Emma Kohlsmith and Abigail Cermak) and would like to ensure I have a coordination pathway with Parks. Thanks. --Alex From: Betz, Jan [mailto:Jan.Betz@portlandoregon.gov] Sent: Thursday, July 05, 2018 11:14 AM To: CHAPMAN Cheyenne <Cheyenne.Chapman@state.or.us> Cc: LIVERMAN Alex <liverman.alex@deq.state.or.us>; SCHWARZ Bob <Bob.SCHWARZ@state.or.us> Subject: RE: Annual Progress Report for PGE Forest Park Property (ECSI #2406) Cheyenne, As we discussed, I am following up with the new project manager at Portland Parks. She will return from vacation the week of July 16th and we will sit down that week to go over the file and ensure that all reports and required communications have been submitted and that project manager information is updated. We will then follow up with Alex and make sure that this is on track. Thanks – Jan JAN V.V. At our end we couldn’t locate any electronic or hard copy versions of the 2017 reports submitted November 2017, and we didn’t find the 2016 report either as I understand. I think we can determine that the City is in compliance with the reporting requirements when the 2016 report is received, now that we have the 2017 report in hand as well. We also need to make sure we are all on the same page about the stormwater controls, by October 2019 at the latest as I understand. Bob Schwarz has been promoted to a position in a different program at DEQ, and Alex Liverman will be taking the lead on this project I believe. If you could help confirm who will serve as the City’s Project Manager for this project that would be most helpful. Section 7.A.(1) of the PPA 14-02 designates Bob and Astrid. I think we should officially update this information (new names and contact information) – documentation by email or letter is fine, something for the project file. The PPA Project Managers “must be available and have the authority to make day-to-day decisions necessary to complete the work required under this Consent Order.” Hopefully this update will help avoid communication gaps and help the project move along to successful completion. I think Alex will take the lead from here, but please keep me in the loop and let me know if there is anything additional needed. The annual reports are due in the fall. Interim stormwater control measures have been implemented and Parks is proceeding with plans to develop the property. I’m wondering if there has been some break in the communication chain. I’m following up on this end and will get back to you to be sure that the right people here are in touch with the right people there. Thanks – Jan JAN V.V.
