Importance: Normal
Hi Alex,
I reached out to Emma Kohlsmith (cc’d here), my co-worker who is reviewing the stormwater management on the Land Use side of things, and it doesn’t appear that there has been much movement on this project. I also spoke with Cindy Ryals (I’m sure you’ve seen some emails from her recently) and she is reaching out to Parks to get a meeting together or at least get the conversation started again. Emma is currently out of the office until next Monday when I’ll have a chance to talk with her further. In the meantime, please cc Emma and Andre Mellott (also cc’d here) who will be reviewing this project for BES Source Control requirements.
Best,
Abigail Cermak

Hi Abigail.
Any developments on this coordination getting going? I spoke with Paul Dedyo, Parks’ contractor, back in May who called to ask about the nature of DEQ’s involvement with this process. I provided him info about the signed PPA and requested he ask his Parks contacts to connect with me regarding review of proposed plans. DEQ has also been trying to connect with Parks’ new project manager for the 2014 PPA, via Jan Betz, and rectify missing elements required under that Order. But we have yet to be provided with a contact or the necessary information.
I am concerned because the requirements of the PPA include best efforts to redevelop with appropriate stormwater controls within 3 years (now passed) and, regardless of development success, permanent stormwater measures must be in place within 5 years (or by Oct 2019). Given the complexities of permitting reviews, it may not be possible for redevelopment to be complete by then, so it may be wise to begin discussing how to prioritize stormwater controls and associated reviews, approvals and implementation to meet the Oct 2019 deadline.
Please let me know if there is any updated information to share, and pass along my concerns to the appropriate City contacts.
Thanks and have a nice weekend.

Hey all,
I’m forwarding the email I sent to Parks regarding a meeting to discuss their Forest Park project on the PGE site which is currently in for a Land Use Review. I did not want to alarm them by cc’ing everyone on the list. Just know that an upcoming meeting is likely…

Hi Britta an Ross,
I’m reaching out to let you know that BES is highly recommending a meeting with all interested stakeholders regarding the Forest Park Entrance & Nature Center proposal at 4315 NW St. Helens, specifically related to site contamination and stormwater management requirements. We realize this is a complex project with a lot of players so we are hoping that coordinating early will help avoid any significant design changes which could impact the current Land Use Review (case #18-100954-LU). I suggest meeting with the following people:
Cindy Ryals with BES has offered to help you coordinate a meeting with all of the appropriate people to ensure the necessary information is reviewed prior to moving forward on your Land Use Review. BES is currently working on the response to the Land Use Review that you will receive soon.
If you have any questions about the current status of the Land Use Review, please feel free to contact me or Emma Kohlsmith.
Thank you,
Abigail Cermak
