Hi Abigail.

Any developments on this coordination getting going? I spoke with Paul Dedyo, Parks’ contractor, back in May who called to ask about the nature of DEQ’s involvement with this process. I provided him info about the signed PPA and requested he ask his Parks contacts to connect with me regarding review of proposed plans. DEQ has also been trying to connect with Parks’ new project manager for the 2014 PPA, via Jan Betz, and rectify missing elements required under that Order. But we have yet to be provided with a contact or the necessary information.

I am concerned because the requirements of the PPA include best efforts to redevelop with appropriate stormwater controls within 3 years (now passed) and, regardless of development success, permanent stormwater measures must be in place within 5 years (or by Oct 2019). Given the complexities of permitting reviews, it may not be possible for redevelopment to be complete by then, so it may be wise to begin discussing how to prioritize stormwater controls and associated reviews, approvals and implementation to meet the Oct 2019 deadline.

Please let me know if there is any updated information to share, and pass along my concerns to the appropriate City contacts.

I’m reaching out to let you know that BES is highly recommending a meeting with all interested stakeholders regarding the Forest Park Entrance & Nature Center proposal at 4315 NW St. Helens, specifically related to site contamination and stormwater management requirements. We realize this is a complex project with a lot of players so we are hoping that coordinating early will help avoid any significant design changes which could impact the current Land Use Review (case #18-100954-LU).
