Thanks for reaching out. I hope you’re doing ok in this crazy time.

As you note, COVID 19 has been a bit of a disruption. Here are some updates I can provide at this time while Kyle is embroiled in our crisis management at the City and his focus is temporarily on other things:

The project team is waiting for BDS (Stacey) to make their determination on our Environmental Land Use permit application. Last I heard from her, she was still waiting on comments from a couple of City agencies. (Note: we have all experienced service slow down due to a lack of technology support in our remote work situations). Stacey was hoping to have comments this week and then be able to issue her decision.

Our wetland/environmental consultant is waiting to submit a jurisdictional determination update request with the Army Corps for the wetlands on our site pending new regulations.

As soon as we have Land Use approval we will submit for our 1200C permit. I am hoping for May/June submittal

As soon as we have Land Use approval, we will also start the projects formal construction documents. At that time, we will begin to work on the CMMP as well.

Our civil engineer, KPFF is working on revising the Stormwater Management Plan language to accurately reflect the DEQ consent language.

As far as an updated schedule, right now we are anticipating that we will complete our construction documents by the end of summer so that we can bid the project for construction in October. I am holding off on putting together a formal schedule until we know more about the COVID situation as it is impacting the project on several upcoming reviews

 

That is all I have to share. Please let me know if you have any further questions. Kyle or I will reach out as soon as we have a Land use decision and will share an updated schedule at that time.

I hope you are doing as well as can be expected with social distancing and teleworking, etc. Definitely some interesting times...

I think we landed on bi-monthly project updates, so this may be premature, but given the tight timelines and potential for disruptions due to COVID-19 circumstances, I just wanted to check in and see where we are on this project. Unfortunately, I only received the draft project schedule in hard copy (which is on my desk and currently not accessible), so I was hoping you could send me an electronic version, which may be updated now. I've coordinated a bit with Stacey Castleberry on her review and want to make sure the DEQ elements are keeping pace. In particular, I'd like to know when to expect the CMMP and 1200C application. As I mentioned to Stacey, I think you are on track to meet DEQ requirements (pavement installation, infiltration prevention, stormwater treatment in compliance with BES manuals and conveyance to the City system and CMMP/1200C), but I would like to make sure development of protections during grading and constructions is underway. I have an email into DEQ's stormwater program to let me know when the 1200C application is received, but it will help me facilitate coordination with them (and within Cleanup on the CMMP) to know when they are coming.

Hello again.

I think the development application materials and 1200C application materials w/ CMMP will be adequate as a work plan. We have the draft schedule provided by Britta at our meeting last month and also the project roles from the submittal in meeting the terms of the consent order. So, I don't think you need to develop a separate work plan, but it would be good to send me iterative schedules for the project, as they develop and change. While the quarterly progress reports required by the 2014 Order are no longer triggered, I suggest a monthly update as to tasks accomplished, schedule update and tasks planned for the coming month. Does that sound ok? I'd be open to bimonthly or another frequency, but I think built in check-in opportunities would be helpful in keeping the project on track.

After construction, the last pieces will be: 1) the closeout report (signed by a registered engineer and the City project manager), describing how the terms of the Orders were met, 2) payment of any penalties and oversight costs; and 3) the long-term site management plan (replacing the interim site management plan), as required by the SOW in the 2014 order. At that point, DEQ can issue the Certification of Completion.

I was talking to Kyle after the meeting and it sounds like Paul Seidel was looking for a work plan in addition to the Contaminated Media Management Plan. Can you confirm if this is needed?

If so, I'm thinking it would be brief remedial design/remedial action plan that will go over the project details at a high level and include project phasing, preliminary schedule (design, procurement, and construction), and project roles.
