Hi Britta.

It was nice to meet you and discuss conceptual plans for this project. I did not yet see your write up from our discussion, however, I would like to clarify your statement below. DEQ recommended, as one option for moving the project forward, sampling of surface soils and overland flows leaving the site. I noted in the meeting that overland flows have been noted to occur in relation to the low lying wetland areas (former PGE parcel) of the site, as well as over the steep slope (former Anderson parcel) located north of the current driveway/fire lane entrance. DEQ anticipates that a proposed sampling plan would be relatively simple, include both of these media and would be submitted to DEQ for review and approval. DEQ can confer with BES during review of the single plan.

DEQ does not offer specific guidance for surface soil sampling, but several guidance documents listed have links to standard EPA, ASTM and other protocols.

All,

In an effort to get this project closer to a place where a LU decision can be reached, I have had discussions with both DEQ and BDS/BES about the outstanding source control and stormwater management issues. The conversations indicated that there is a need for additional environmental data collection before Parks’ development plans can be finalized for the former PGE property portion of the project site. DEQ has requested collection of surface soil samples, and BES has requested collection of overland stormwater flow (see attached addendum #2). Parks would like to develop a single work plan to sample both of these media, and submit it to both agencies for concurrent review. We would like to perform the sampling ASAP this winter/rainy season to be able to meet the LU review deadline of April 2019 outlined by Stacey. I understand that prior to sampling I need to submit a proposed work plan for the requested sampling. ,Could you please confirm that a single work plan and concurrent review by both agencies would work for you all?
