Chris, my name is Bob Dailey with Pegasus Group, and we are working with the Oregon Department of Environmental Quality on a property you cleaned up at 685 SE Division Place in Portland. We recently purchased the property, a newly constructed self storage building, which Cascadia cleaned up for Banner Development in 2015/2016. You actually have the address as 627 SE Division Place (before the parcels were merged) and your project number is 0039-001-002.

Robert Hood at DEQ (robert.hood@state.or.us) is the DEQ representative, along with Jeff Schatz (jeff.schatz@state.or.us), who is assisting us with the issuance of an NFA based on your work. We supplied a copy of the Cascadia Phase I and Phase II from 2016 showing the property was remediated to required standards for the self storage use, however, Rob has requested we also obtain a copy of the 2015 Phase II that you conducted for the owner prior to Banner Development. Could you reply to all and attached the 2015 Phase II for Rob, Jeff and myself? Please present any questions or comments you may have, and we thank you in advance for helping in this matter.

Bob: DEQ reviewed the reports completed by Cascadia and Partner. Below are our comments on the reports:

Phase I ESA:

-Please provide the 2015 Phase II ESA and 5/16/2010 reports.

-The Partners Phase I report should include a figure that shows the historical layout of the property.

-Please provide any results from sampling of the dry well and the decommissioning report.

-Stormwater/surface water is runoff to swales on the north and south portions of the property (and infiltration) and the public right of way. Please describe what happens to water if the swales overflow.

Phase II ESA:

-Based on this report, the COCs identified were arsenic, nickel, heating oil (for all direct pathways), benzo(a)pyrene (for construction worker). The detections were at building D, (DP-12, DP-14, and DP- 8) where process water was treated and was used for metal plating. One groundwater sample was collected near where the highest nickel was detected in soil. Results were below respective occupational screening levels (I screened to this since this was just redeveloped, but we can input language that residential is allowed on a permitted basis and if land use changes, they will need to evaluate for that). The soil was subsequently removed as noted below.

Remediation Report:

-Approximately 5 feet of soil was removed near Building D, which had the highest levels of soil contamination. 13 confirmation soil samples were collected. Results were all below respective screening levels.

CMMP:

-This was used for the development of the property and should be referenced if future work occurs at the site.

Data Gaps Identified:

-Because only one groundwater sample was collected, DEQ believes that at least three additional temporary points should be installed in the downgradient direction at the site. Samples should be collected at locations acceptable to DEQ and analyzed for total petroleum hydrocarbons, VOCs, PAHs, and total metals. Also, given the history of electroplating associated with the site, DEQ recommends that groundwater samples be analyzed for PFOS and PFOA using EPA Method 537.

-In the Phase II ESA, Cascadia indicates that a vapor mitigation system should be installed to deal with any potential methane vapors. Was a methane system installed during construction of the storage facility? Was any soil gas sampling completed during investigation activities. Please provide your construction completion report for the mitigation system, including as-built plans stamped by an Oregon licensed P.E., and any post-construction vapor/exhaust sampling that has been completed. Please also provide any performance monitoring data for the vapor mitigation system (e.g., vacuum measurements) showing that the system is effective.
