Mike, from our discussion it sounds to me that if you wrap up all the previous exploratory work and the proposed future work (UICs, Tanks, etc.) into an ICP report that an NFA would be likely achievable (assuming the data shows such is appropriate). My lead worker cautions that NFAs need good supportive data, but it seems to me you have a very detailed grasp of nature and extent at the site.

Hey Mike,

PBS has completed their Site Assessment activities for the Oil Weep Area at TriMet’s Powell Garage. The report is attached for your reference. Overall the investigation indicates that the extent of the oil weep impacts has been completely delineated and appears to be limited to the near surface materials directly below the concrete paving.

After you get a chance to review, I would like to set up a conference call or meeting between TriMet and DEQ (and possibly PBS if need be) to discuss what you think the next steps would be towards obtaining an NFA for the file.
