Action item: Draft meeting minutes The commission will review and take action on draft minutes from the Sept. 17-18, 2020, regular meeting and Oct. 9, 2020, special EQC meeting. 12:40 p.m. B. Informational item: Director's report Director Whitman will present written and verbal updates on agency activities and other issues of interest to the commission. 1:25 p.m. C. Action item: Update to the CAFO Memorandum of Understanding DEQ will present proposed updates to the Memorandum of Understanding between the commission and the Oregon Department of Agriculture regarding the administration of the Confined Animal Feeding Operations (CAFO) Program. Item C presentation slides 1:50 p.m. D. Informational item: Waters of the U.S. and 401 Certification Program updates DEQ will present updates on federal actions related to designations for Waters of the U.S. and the Clean Water Act Section 401 Certification Program. Discussion/Action item: Follow-up on the Rules Advisory Committee for the Greenhouse Gas Cap and Reduce Program DEQ will update the commission on a possible addition to the roster for the GHG rules advisory committee. 2:30 p.m. F. Informational item: Recycling system modernization update DEQ will present an update on the status of Oregon's recycling systems, and the recommendations of the Recycling Steering Committee. Discussion item: Annual self-evaluation survey The commission will discuss the results of the annual self-evaluation survey, for the 2019 meeting year, and provide feedback on potential next steps or other commission planning elements. 3:35 p.m. H. Public forum The commission will open an opportunity for any person to address the commission on environmental topics. People presenting comment are asked to limit their speaking time to three minutes or less, and all times may be adjusted at the commission's discretion. 4:35 p.m. I. Informational item: Commissioner reports Commissioners will provide verbal updates on their recent activities as liaisons to other boards or commission or present other items of interest related to the commission, public health and the environment. 5 p.m. Adjourn The commission will adjourn at approximately 5 p.m.
