Sorry about the delay. Here’s a photo of the sewer manhole at W 7th St and Hart Ave. As shown in the photo, you can see all three pipes from the site have been plugged. The picture was taken facing to the south, you may have to rotate the picture CW 90-deg. You can see two come in at a diagonal from the SW and SE, with one directly from the south.

Jennifer-If the crew could confirm that this City manhole is the point of connection of the force main, that would provide what I need.

Also, we are thinking the 50-75 employees would generate approximately 2,000-2,500 gallons of waste per day, and knowing that the 8” sewer on Hart can accommodate this additional flow will be helpful to the report.

Jennifer-I am here at 7AM, then in a meeting from 8:30- 10:00.

My basic questions are….

1-The 6” water meter and backflow vaults, along Molalla Avenue, are flooded. Would that be an ongoing issue for a tenant of the site to deal with, or do those devices belong to the City? I spoke to our foreman regarding the meter. This meter if flooded because of the close proximity to the creek. I don’t believe this is a good location for the property to pull a full water service. The meter is fed from a 6” steel main line that needs to be replaced. I do not have a good idea when the City would be able to upgrade that section of main on S Molalla.

2-Are the meter and backflow device functional and to current standard? The meter on S Molalla is a Radio Read meter and is assumed to be functional. We do not know about the back flow device. The back flow device would most likely be owned by the property owner since it would service their needs and are typically installed on the property, after the meter. I can’t imagine it has been tested in years.

3-Do you know if there are any City meter records that would indicate if the site was served with domestic water, from a smaller meter (rather than via the 6”?) Our billing clerk found two water meter accounts for a 1.5” or 2.0” I do not know where these are located or if they are still serviceable today. I will need the crew to look into it, which may take a few days. I’m guessing one of the meters is the meter on S. Molalla.

4-My best guess is the site sewer pump station discharges to the manhole at Hart/7th…can you or your crews confirm this? I believe the discharge is a white PVC pipe, 2 ½” diameter. Do you expect any particular service/flow limitations at this location? I will need to check with our crew, however, to my knowledge no capacity study has been done at that lift station. During heavy rains the station runs continuously due to I & I issues. We are working to identify I & I issues in Molalla, but cannot guarantee if and when that basin will be addressed and repaired. It does concern me to add any additional flows to that station at this time.

5-Mark at Molalla Fire District provided a fire hydrant flow report to us. It seems to be related to the 12” main at some distance from the site. Would Mark be the one to contact to get another test? You are welcome to contact Mike Penunuri at the Molalla Fire Station. I have copied him in this email. Or give him a call at 503-829-220 ext. 104

I may have a few more, but that’s it for now…

Hi Dave,

It was nice meeting you as well. I’m actually going to forward some of the questions below onto our GIS Technician, Dan Zinder, for Molalla’s existing water, sewer and storm infrastructure plans and data. What I can say is we don’t have a good idea what was onsite at the property. We have been working over the last 2 years to develop GIS layers of the City’s infrastructure and Dan Zinder can provide you with up to date files of what we do know that is adjacent to the properties.

In regards to the fire hydrant flow data, Mike Penunuri at the local Molalla Fire District can help answer your last question. I believe Mike recently flow tested the hydrant off Shaver and should have the data available. The GIS layers that Dan will provide also have hydrant locations included if an additional location near 7th St. needs to be flow tested.

I will work with our Public Works Supervisor, Dennis Welle, to address your pump station questions. However, in the last 2-3 years the City replaced both pumps and upgraded the transformer for the S. Molalla Lift Station through PGE. I’m certain we have two (2) 5-HP pumps in that lift station today.

Jennifer-It was nice meeting with you, Nick, and Dan last week. I am now starting to pull my research together, and I am looking for some plan information that I hope you have on hand…

1-Plans for the pump station at Molalla Ave/Bear Creek, including any known gravity pipes feeding into the wetwell

2-Capacity information for the pump station, along with any known problems. As of now, I am predicting 700-1,000 gallons per day from the proposed uses.

3-Plans for the water mains near Section/Settler, including location and size of the master meter (with backflow device?) that had served the property.

4-Would the City or local fire district have fire hydrant flow data near the master meter?

Whatever you might have that could be scanned and sent to me would be very helpful. I also plan on another site visit, early/mid next week, if it would be better for me to stop by and review documents at your office….let me know what is best
