FYI – Gerald is keeping close track of all trips for new development.

It looks like I&E is planning to move forward with Phase II storage units. Kittelson will be completing the amended TIA to account for this. See Gerald’s email below. It will be interesting to see if this development (or any others we anticipate – like Scandia) will trigger the signal installation at Leroy/OR-211.

If the mini-storage does trigger the signal, it will be interesting to see if I&E decides to not submit by the deadline of July 8th (the 180 day deadline for their incompleteness letter on their Phase II mini-storage application) OR if they decide to reduce the number of storage units so it doesn’t trip the signal.

Hi Zach,

I will accept an amendment to the March 2019 Transportation Impact Analysis done by Chris Brehmer. The analysis will need to include the intersections shown in the 2019 report and include the traffic generated by growth, traffic from the Colima Apartments report, and the proposed development. Like the Colima report, the amendment will need to state what trip capacity is left at the intersection of Leroy/OR211 before signal warrants are met. Of the 42 trips left some will be lost by growth and the impacts of this development. This is being tracked by the community, City Council, Planning Commission, and ODOT. See attached TIA and Addendum #1 from the Colima Apartments project. Thanks.

Following up on my voicemail, would you be able to clarify your comment regarding the requested TIA update for Cascade Center? We understand the updated site plan contains approximately 300 additional warehouse/RV storage units not contained in the original submittal. Given the low anticipated trip generation (fewer than 10 peak hour trips) for this addition, would it be acceptable for us to submit a brief memorandum describing the impacts to the study intersections and traffic volumes, or should we provide a complete updated TIA? We do not anticipate any conclusions or recommendations will change due to the limited number of additional trips but do want to document everything requested.
