Here is my draft memo for your review. I believe the proportionality should be 100%. Based on my review the WaCo info you sent over, they will consider less than 100% proportionality if they show the improvements will impact traffic. The applicant hasn't submitted anything to prove that proportionality should be less than 100% so I have nothing to go by otherwise. If they submit something for the record, we can reevaluate it at that time and decide if it should be less than 100%.
