I spoke with Jennifer Rinkus from Baysinger Partners in Portland. She mentioned that more than any other ODOT requirements, the right-in/right-out required by ODOT on OR-213 and OR-211 makes the site difficult to develop. I’m just brainstorming some ideas here. The City owns the property to the west (wastewater lagoons) and LMRK, LLC owns the property to the north of the applicant’s development site…I’m not sure who they are (maybe they are part of the Sawyer family?). Anyway, you can see my brainstorming below. I’m wondering if expanding the development site to the north and/or the west would add enough frontage to open an opportunity for full access into the site on OR-211 and/or OR-213.

Don’t know if any of these ideas work, but am sharing to have you add your thoughts too. In any event, Ms. Rinkus said she would reach out to her client to find out if he’s interested in talking to us further.
