Hi Ginger,

The property owner discontinued service to 1109 and 1101 W Main under a demolition permit and ceased connection to the system at that time. Under our requirements we only provide a single water service to residential properties. The property in question has two single family homes on one lot that is not in conformance to current code or standards. We can therefore only provide a water service connection to 1109 W Main. 1101 W Main will remain unconnected to the water and sewer system until such time as a partition of the property is made and all current land use and Public Works requirements are met. 1101 W Main shall also not be supplied water through a connection to 1109 W Main on the private side of the meter. If that connection is made in violation of this email and City standards then service to 1109 W Main will be immediately terminated.

The following are a list of connection requirements for 1109 W Main and shall be in place, inspected, and approved by Public Works before a meter is set and service turned on:

  1. 1. Applicant shall submit an application for service to the Finance Department and pay any fees or deposits as deemed necessary by the Finance Director.
  2. 2. Applicant shall pay a water connection fee of $600.
  3. 3. Applicant shall pay a sewer connection fee of $600.
  4. 4. In accordance with MMC 13.14.090.3, applicant will be required to pay water system development charges at the time of application for Public Works permits. Water SDC are $4,042.
  5. 5. In accordance with MMC 13.14.090.4, applicant will be required to pay sewer system development charges at the time of application for Public Works permits. Sewer SDC’s are $8,077 until June 30, 2020. Sewer SDC’s will be $11,038 effective July 1, 2020.
  6. 6. Applicant shall be required to secure a Public Works permit to replace the existing copper service line with PEX per current PW Standards and set new meter box and angle meter stop at the current right of way. Applicant will be required to follow all requirements of detail drawing W-3030 and provide staking of the right of way line by a licensed Oregon Land Surveyor.
  7. 7. Applicant will be required to secure a Public Works Permit to install a sewer service meeting current standards along with a clean-out and box at the current right of way. Applicant will be required to follow all requirements of detail drawing S-2175 and provide staking of the right of way line by a licensed Oregon Land Surveyor.
  8. 8. Applicant will be required to provide a copy of approved utility permit from ODOT with Public Works permit applications for items #3 and #4 above. Any application for permit without an approved ODOT utility permit will be rejected.
  9. 9. Applicant shall pay a Public Works permit fee for water connection of $150.
  10. 10. Applicant shall pay a Public Works permit fee for sewer connection of $150.
  11. 11. Applicant shall contact Public Works inspector to verify all connections and backfill meet current Public Works standards.

 

No Public Works permits shall be issued until all fees are paid, permit applications submitted, and ODOT utility permit provided. No meter shall be set or service restored until all improvements are inspected and approved by Public Works.

Gerald,

Here is that request you anticipated last week. This will await until you return. Ginger: we have not yet responded to this request for utility service for existing homes on these two lots. The two homes and land are currently for sale. See map below.

Stafford Land Company was planning to demo the homes, and in preparation removed the water meters. They are now requesting that water meters be added back to the homes. I checked with our attorney. Since they are not “nonconforming” structures and haven’t become “abandoned nonconforming structures” yet, I think we will need to add the meters back to the homes, after Stafford pays applicable fees and SDCs.

That said, if these homes sell, it could impact our ability to obtain the right-of-way for the Ona Way extension:
