When I got here, the plans were in process and I didn’t see this layout. Attached are the comments I sent to the then PW Director Jennifer Cline and never saw anything further on the project.

Findings were done on 02/03/2016. For OR211 the findings stated, “Only improvements related to the proposed access on W. Main St. shall be required to be performed before development of Phase 2 begins. No Street improvement shall be required (along w. Main St./211) that are unrelated to the function and performance of the intersection at Ona Way and 211/W. Main St.” If memory serves, ODOT came back and said improvements were required for the turn pocket to be built with the Ona connection and that a bridge replacement was required. We later nixed that because we could demonstrate that the bridge was not impacted by the turn pocket taper and the bridge did not have to be replaced as part of the OR211 improvements tied to Ona Way.

When Nicholas wrote the decision there was no guidance for PW on what constituted proportional impacts to the development. It wasn’t tied to any phases. The Code said that a half street improvement was required and we made them do the half street improvement and sidewalk up to the intersection of Hezzie and OR211 with Phase 1 that morphed into Phase 1 and 2.

 

When I arrived, I had no Andy or Sam. Construction of Molalla Avenue was already underway, no filing system was created for projects and I was dealing with prior projects not being closed out. All of this while trying to review plans, respond to development review, train new employees, deal with existing employees, deal with DEQ and ODOT. Yes that was a little whining. Point is that Stafford took advantage of an overloaded staff and staffing changes in the Planning Department in an effort to not get caught on their development requirements. They got away with it until now. I still don’t know what to base the 2nd and 3rd bulleted items above upon and have no frame of reference because I was not involved in any of the initial meetings with the developer through the pre-app or application process.

That is all I can remember at this point. More may come back as things are brought up but that is the best that I can remember at this time.
