They also didn’t do West Lane (see 7.iv.o.ii of the Decision). I am wondering if this should be covered under a waiver of remonstrance for any development on what was considered Phase 3 and they can either build it or we will and charge them their fair share to cover the costs for impacts of all of the phases 1-3. Thoughts?
