Maybe I am missing something or I am misunderstanding your terminology ? Normally a ROW permit is required to access and connect to a mainline in the ROW. When there is a lateral already stubbed to a property, isn’t that covered by the plumbing permit “connection fee”? The laterals were approved and done with the Bear Ck. work.
Do we need to go thru Clackamas County for the plumbing permits or the City of Molalla? Or both?

You have a public works permit active for the 128 houses (PW#16-17). The house at 1501 W Main isn’t covered under the same permit. I need to make a complete file on this house and the permit is part of it.
The good news is you don’t need a performance bond.

Why would we need a ROW permit to hook up to the existing Sanitary & Sewer Lats? We don’t need to for the other 128 houses.

Bob,
I found a math error and here is the revised SDC calculation with fees for 1501 W Main – the total is $9812 not $8812. You will also need to fill out a ROW permit for this separate house, which I have attached. The permit fee is $95 also. This must be done prior to connecting to sewer or water. Additionally, someone will need to set up a utility billing account with our finance department which requires a $100 deposit to start services. Please contact Chelsi for information on utility billing.
