Ed,
Existing houses who are not on sewer or water can hook up by only paying the sewer and water SDC’s, the other 3 SDC’s don’t apply (unless it’s a new house).
Unfortunately, the fees were adjusted up on March 13, 2018 (RES 2016-21).
Water is now $3943 (3/4” meter size) plus $600 connection fee
Sewer is now $4974 plus $600 connection fee
Also a PW Permit is $150 for review and inspections
Grand total would be $10,267 (plus the cost of install).

Brenda, we are now listing our property at 963 W. Main St, Molalla OR but wanted to confirm a couple things regarding the hook up fees.
In the Storm Drainage System SDC’s you sent us there are 5 fees listed:
Water $3818 + $600 = $4,418
Sewer $4794 + $600 + $150 = $5,544
Storm Drainage
Transportation
Park Systems
There are fees for the Storm, Transportation, and Park on the document you sent but it was not clear if we had to pay those or not. Our understanding from our discussion with you that we only had to pay the Sewer and Water.
Is this correct? If so, then we are looking at roughly $10,000 for hook up fees (plus the cost for the actual pipe and labor)?

Ed,
These fees will be due upon connection to our system so you don’t have to pay. We will set up the system during construction of Bear Creek so the new owners can connect easily without tearing up the new road. We are extending the sanitary and water a little bit more.

Ed and Idell,
1. The contractor added a new culvert right on the other side of the fence near your tile ditch. Please see attached plan sheet which shows where the water will go. This has been addressed and we can grade the channel to drain here. I also attached the bear creek wetland report which may answer some of your questions.
2. The contractor installed a 8” diameter stick of pipe out of the sewer manhole towards your property for this purpose. You will be able to connect into our system by downsizing the 8” with a reducer to 4” and then connect. There are also fees associated with this:
a. SDC fees (attached sheet with these above) for sewer $4794.00
b. There is a $600 connection fee and a $150 permit fee.
c. There is also the cost of the construction to install this.
3. We are going to have the contractor pave a few feet shy of the property line to leave room to connect without cutting the street. The worst case scenario may need to remove a few feet of asphalt and replace.
4. I haven’t asked our director about this yet. I’ll get back to you on this.

Thank you for meeting with us on 8/30. I wanted to follow up with an email recapping our concerns.
To recap, these are our questions and concerns:
1. We are concerned about the water runoff continuing to drain from the North West corner of the property. The construction company has raised the ground level on their side of the fence 3 feet. We need to know if drainage is provided so the water flow across our property can continue to drain and not backup on us. You indicated the construction company dug out the wetland area and filled with rock. I was not aware that that could be done. I thought once the state designated an area as wetland then you could not build on it. Before my parents bought this property someone had laid clay drainage tile, which is still in place, that drains the water runoff to the North West corner. If you look at Google maps you can see how this runoff extended several hundred yards continuing North West by the evidence of the green grass. If the construction company dug up the wetland and replaced with rock, then what happened to the drain tile? It is important to us that we do not end up with a huge flow of runoff water on our property either from the vacated wetland area in the subdivision or the new street that will be dead ending on our borders.
2. We would like to make sure we can hookup to the Sewer line on the West side of our property where the new road dead ends. You indicated that stubs can be provided for us to hook into without having to tear up the street. We are not planning to hook up ourselves but want to be able to tell the buyer of the property of the ease of connecting.
3. Same issue with water hookup, we want to make sure the water can be connected in the near future with minimal excavation and not tear up the street or sidewalks.
4. You also indicated once the water was hooked up we would have to decommission the well. We asked if it is an option to keep the well for irrigation purposes.
