Dear Mr. Cooper,

I have reviewed the location in question and your property fronts three roadways: 7th Street, 8th Street, and Stowers Road. There is a top sign at Stowers Road and 7th Street and a stop sign on the 8th Street approach to Stowers Road, which I believe is the one in question. We can look at adjusting the stop sign location consistent with standards at a crosswalk and will have to investigate placement in the field. You will still need to comply with the sight distance requirements that are listed in our code if you wish to build a fence in this location. I have included the code language and section numbers for your convenience.

18.04.020 Vehicular access and circulation.

O. Vision Clearance. The minimum distance of a vision clearance area shall be 20 feet. Where the angle of intersection between streets is less than 30 degrees, the distance shall be increased to 30 feet. No visual obstruction (e.g., sign, structure, solid fence, or shrub vegetation) over 42 inches in height shall be placed in “vision clearance areas” on streets, driveways, alleys, or mid-block lanes where no traffic control stop sign or signal is provided. The minimum vision clearance area may be modified by the Public Works Director/City Engineer upon finding that more or less sight distance is required (i.e., due to traffic speeds, roadway alignment, etc.). This standard does not apply to light standards, utility poles, trees trunks and similar objects.

Vision clearance is measured from the face of curb. The sight triangle at your location is measured from the curb on Stowers east along 7th and the curb on 7th north along Stowers. If you measure from those two points diagonally across the corner of your property, that is the area where you cannot build a fence taller than 42 inches. What property owners do to maintain a 6 foot fence and remain in compliance with the municipal code is to angle the fence in the corner as needed to keep from obstructing the sight triangle. The location of the stop sign is a separate issue but we will still look at the location to make sure it is in the correct location. Subject: Stop sign

Who do I talk to for moving a stop sign? I live @ 802 E 7th St. Behind my back yard there is a sidewalk with a stop sign in it, the South West corner, it is 10’4” from the expansion joint of the wheel chair ramp .All the other stop sign’s near my address , have been installed @ the expansion joint of the wheel chair ramp’s. The reason I would like the stop sign moved to the expansion joint ,like the rest of the sign’s , is because I would like to build a fence. If I build a fence the way thing’s are now ,I would lose over 10’ of my property to this sign so people could see around the corner when they stop at this sign. In other word’s 10’ of property I pay tax’s on and wont be able to use. Can this stop sign be moved 10’4” to the expansion joint like the rest? Thank’s Tim Cooper 503-819-1460
