It would be measured from the upper edge of the ‘bank’. I’m not a biologist, but a certified wetland surveyor would be able to tell where that bank edge is, usually it’s actually quite easy to tell with the naked eye where the bank is, too. We would need to determine exactly where on the property this line is before authorizing development. Typically that is performed by a wetland expert or environmental consultant.
