It looks like that the ROW permit was missed during the application process and need to be filled out asap. There is no extra cost for it is covered under SDS fees. But there are some requirement and city inspection that go with it that cover all construction in the ROW. You can fill out the permit at the city office during business hours or you can find the form on the Molalla City web site under Planning/Planning forms & Applications/ Right-Of-Way Permit – Fillable Form. I have attach our standards for sewer and water connection. Please let me know if you have question or concerns.
