Nicolas,
Are duplexes allowed in the single family lot? Note that they will only get one water service and one sewer service per lot and the duplex cannot be split into two units in the future. It stays a single structure with essentially two apartments in perpetuity. The property owner will have to sub-meter the units on their own if they want to separate costs. The unit tenants can’t take out individual water accounts. Only the landlord can do that.
