Hi Jon,

Minimum width of a private easement is 5 feet for a single line. We don’t have a standard for two lines (uncommon) but if plumbing code allows it 6 to 8 feet seems reasonable as long as the pipe size is not too big. In order to connect to the public system the lateral must be ½ the main diameter at the point of connection. If larger than ½ diameter then a manhole is required. If a lateral is ½ diameter or less then it only requires a cleanout at the ROW line on Zepher Way.

A private easement has to be signed by both parties and the City must receive a copy of the recorded document before we can do our final sign off on the project. Once I have an official application then I can apply the correct conditions to give you better guidance. Thanks and I will be out tomorrow.

We are looking at various routing options for storm and sanitary sewer (see attached). Can you please let me know the minimum allowed width of a combined private storm drainage and sanitary sewer easement? I am wondering if it is possible to route these utilities through the side yards of the existing homes to the north. The client is considering approaching them to ask for an easement.

Hi Jon,

Sorry for the delayed response. Our public works director is out this week and will be returning next week to a full plate. We have open slots for conferences on Thursdays between 2-4. Would that slot on Aug 6 work for you and your client? Otherwise we can work around our schedules during that week.

I will reiterate here that the City’s willingness to allow additional units (from the two allowed) on the flag development was tied to the concept of the parcel being developed as one cohesive project, as presented in the pre-app. If the parameters change, such as one of the southern properties is bought and there is potential to bring ROW up there by way of a subdivision then the conversation is a different one.

Dan,

I have a quick follow up question to our conversation. Would a three-parcel partition be an option for this situation? One parcel for each of the multi family unit groups, and one for the existing home? It doesn’t sound like the client would be receptive to including the existing home as a condo plat within the development. Is there any possible scenario where the existing home could be partitioned off to a separate parcel?
