Hi, Gerald and Aldo:
Gerald, thanks for your email and for providing clarification. However, I was under the impression that the City wanted the estimate and bond before the application could be deemed complete. Without answers from you regarding the scope of the work your department will require, my client cannot obtain the estimate or, by extension, the bond. Did I misunderstand this? That is, do we wait to obtain the estimates and the bond until after the application is deemed complete?
Aldo, please advise on next steps now that the $1,000 has been paid by my client. Thank you.

There is a planning process that you and your client need to follow and Aldo is your primary contact for that process. Once he has the paperwork that he needs in order to follow our development process, which is in the City code, and deems the application complete then he will request comments from Public Works for whatever this project entails. I'm looking at my notes from our June meeting and want to confirm with you the PW requirements before we pull the trigger on hiring an engineer to provide an estimate for bonding purposes. Please review the list below and let me know if I've missed anything:
Construction of improvements must begin (but need not be completed) within one year after partition approval.
