I just spoke with Aldo and it appears that only a portion of what is needed for the partition plat has been submitted at this time. Aldo can give you the particulars on what is needed.

In regards to bonding and other items for construction, that planning process has not started to my knowledge. Have you submitted an application for construction of a home on one or both of the proposed lots along with the partition? You may want to talk to Aldo regarding what is needed in total. We can’t review plans or proceed with anything construction related until planning approvals are received so it is premature at this point to request a scope of work for design from an engineer before you have conditions of approval for the project.

Your client will need to complete the planning process first and receive a planning approval with conditions for the development. Once received they can then take that document to an engineering company to prepare a scope of work and fee. Once they enter into a contract with an engineering company then that company can prepare plans in conformance with the public works standards and submit the plans with a fee for review. Once plan approval is received, they can then get costs from contractors to construct the project. That contractor will go through a construction permit process, preconstruction meeting, and build the improvements.

I hope this helps explain the process better on the Public Works side of things. Also, if your client needs help with planning, surveying, and engineering to get them quickly through the process they may want to discuss that option now with a company so that they don’t miss anything in the process of developing their property. If they have been talking with an engineering firm they may want to ask that firm if that is a service they provide.

Gerald, thanks for your email and for providing clarification. However, I was under the impression that the City wanted the estimate and bond before the application could be deemed complete. Without answers from you regarding the scope of the work your department will require, my client cannot obtain the estimate or, by extension, the bond. Did I misunderstand this? That is, do we wait to obtain the estimates and the bond until after the application is deemed complete?

Aldo, please advise on next steps now that the $1,000 has been paid by my client. Thank you.

You may remember our meeting from before your vacation regarding this proposed partition plat. I'm attaching the draft narrative report on the proposal in case you need it to refresh your recollection.

I'm looking at my notes from our June meeting and want to confirm with you the PW requirements before we pull the trigger on hiring an engineer to provide an estimate for bonding purposes. Please review the list below and let me know if I've missed anything:

  1. 1. 10' street-front dedication for green-strip and sidewalk;
  2. 2. Public utility easement (where do you want this?);
  3. 3. Frontage improvements:
  1. 4. Final plat map.
  2. 5. Bond for 125% of estimate, to be obtained from privately-hired engineer.

 

Construction of improvements must begin (but need not be completed) within one year after partition approval.
