Peter,
In the past there was no real oversight of this specific issue. Molalla
has very high ground water tables (as you know if you dig in your yard).
The water is high and the soil is poor draining - this mix creates mold
and dry rot, drainage problem, and worse. We are trying to stop this from
happening by our standards. You have class 4 soils at your site and they
don't drain. Honestly your best bet is to try to upsize the on street
system and try and see if you can gravity flow. Other than that it seems
like the water will evaporate from the pond about the same rate it will go
into the ground.
The City manager and Public Works director are working on the storm
reviewal process with the county now and I'll let you know when they give
me direction. In the mean time you can finish up your conditions of
approval for your lot split, like finish your sidewalk and put up your
sign.
