Gerald –

A few quick questions as we evaluate whether the project can move forward due to costs…

• * With the extg building at the NW corner of the Dixon/Main intersection, sight distance looks like it might be impaired for vehicles coming from the west (haven’t done a formal measurement, but standing there looking at it, it seems impaired). Regardless of the signal discussion, is the city going to require a sight distance certification at this intersection? The intersection is owned by ODOT. The City has code requirements for sight distance but if ODOT puts it in writing that they are waiving sight distance at their intersection then we will defer to ODOT on that issue.
• * If we end up being able to resolve the building issue by working with the adjacent property owner to demo the building, and potentially obtain right-of-way for a signal (assuming additional r-o-w is needed), is there any opportunity for Traffic Impact Fee credit for the r-o-w acquisition and building demo, or does credit only apply to the physical signal improvements? A reasonable demolition cost for construction of the signal could be reviewed for credit based on the area needed for construction of a signal and associated underground facilities. There would not be a credit for the ROW however as it would be considered a cost of development.
• * Is there any opportunity for Traffic Impact Fee credit on any of the Dixon Ave improvements, or is our only ability for credit focused on signal improvements? None. Dixon is a local roadway and the development would be bringing it up to current standards so there is no credit provided.
