Hi Mike,

Thanks for the comments. As we have discussed internally, this application DOES NOT meet City codes and will result in a recommendation for denial to the Planning Commission. We suspect the applicant disagree with our findings and will try to fight us/debate with City staff at the Planning Commission hearing scheduled for February 5, 2020. For that reason, it will be very helpful for all reviewers to provide thorough comments (like you just did, Mike) so we have conditions ready in the event the Planning Commission disagrees with staff’s recommendation.

Below are my comments:

  1. 1. This night watchman’s quarters appears to be an RV? How will power and water be established for the RV?
  2. 2. If sleeping is to be done in this unit, Smoke alarms and Carbon monoxide alarms will be required.
  3. 3. A minimum of one(1) 2A:10BC fire extinguisher will be required for the RV
  4. 4. What will be the heat source?
  5. 5. Are the hydrants and fire line ion working order?
  6. 6. The main building has a fire sprinkler system in it that appears to be out of test date. Due to the close proximity of the RV to the building, the fire suppression system will need to be tested and brought back in to compliance. Oregon Fire Code 901.4, OFC 901.6 and NFPA 25. I have spoken to Bill Avison about testing of this system in 2019 and I have yet to see a test report.
