Mike and Mac,
According to our records, the 6” steel line on the Avison property was installed in 1975 or earlier. We have steel lines throughout the old parts of town that are that old or pre 1954. Some have failures and some do not depending on location and quality of backfill. We have not had a leak on this line recently and cant say when another may crop up. This line is included in the draft replacements list in the Water Master Plan currently being developed along with waterlines on Lola, Eckerd, Metzler, and other similar locations where pipe age and material has determine the need for future replacement. At this point, the City can not state definitively that there will or will not be any issues with this waterline if stressed during a fire event. That being said, there are two fire hydrants close to this location on the north side of Heintz and another connected to the main line on West Main Street. There is also a hydrant at the intersection of Hoyt and Dixon. While these locations may not be ideal and located adjacent to the building at 535 W Main, they are what we have to work with should a failure of the steel line on the Avison property exist. Will get back to you on waterline. The barricades are for a striping and signage project that will be constructed later this week. There will be left turn pockets in the north-south direction on Molalla Avenue at Heintz and 5th. No parking signage will also be installed. The barricades are to prevent motorist from parking in the area so the contractor can do their work. Thanks.

As far as the barricades at 5th And Molalla and Molalla and Heintz, I believe they’re there due to a change in the traffic pattern so folks take notice. Hello Mac. Hope your you doing well and settling in at Molalla.
Thank you for taking the time to look in to this matter. Your help is greatly appreciated. You are correct in the statement that life safety is my main concern followed by property conservation and investment protection. That’s why I inquired about the hydrant line prior to signing off on the business license.
It has been my understanding that the reason that the hydrants were bagged was to prevent theft of water and not to indicate that the flows were inadequate. (see attached). I have also been told that the hydrant line was “Swiss Cheese” and it was not worth fixing and that it needed to be replaced. The line has been repaired in the past and leaks always show up somewhere else. If the line servicing the hydrants will supply required fire flow and if the line is dependable in its current condition as verified by the city, then I would not require the mitigation plan. However, I would need that in writing based off of what I have been told in the past regarding this line. If the hydrant line it is not dependable then we would need to work towards what we had discussed and have someone put a mitigation plan together outlining a time frame on repairs. I have included Chief Stafford in this e-mail as well just FYI.
Mac, I hope this helps. While I’m writing, I’ve had a few people stop in and ask about the barricades placed along the sides of the street at Molalla Ave and 5th as well as Molalla Ave and Heintz. Can you shed some light on this?

Hi Mike,
So I’ve spoken at length with Gerald about the fire hydrant and lines serving this business and it seems the fire flows are at the appropriate pressure and the hydrants have been unbagged. I know there was some concern about the potential for the line being questionable, but apparently in its current condition it is serviceable and charged. I’m hoping you will consider dropping the condition for a mitigation plan since there’s really no issue at present. The business license and impending land use agreement will require continued compliance with stat fire code, so if it becomes an issue we can always shut them down.
Let me know if you would like to chat further on this, it would be hugely beneficial to the city in the long run to get this worked out and I can fill you in on that anytime. Also, if there’s anything I can do or provide to help assuage your concerns just give me the word. I know fire safety is your first and last concern, and I think we have that currently and have multiple tools in the city code and state law to ensure it remains in-tact.
