Instead, pre-apps are intended to be the place where city staff:
If Mike Robinson and Mr. Rogers are still questioning staff’s interpretation of code, we should tell them that the pre-app process isn’t the right venue for that. The applicant needs to follow Section 17-1.5.010 below:
City staff has already gathered with the applicant twice about code interpretation issues. We would prefer Mr. Robinson to discern if they are planning to proceed with a real pre-app or whether they are still questioning staff’s code interpretation.

Hi Spencer:
As we just discussed by phone, you will reach out to attorney Mike Robinson to explain that the City believes the property needs to go through Site Design Review, as described in Chapter 17-4.2. More specifically, Section 17-4.2.020.A applies because we have no evidence that previous uses ever went through a Site Design Review land use process in the past.
Please let me know the result of your conversation with Mr. Robinson.
