There are two sewer and water laterals accessing the flag lot driveway, but assuming they provide service to 415 and 417 Leroy Ave. To provide service to your lot, you will need to connect to the main lines by Hot Tap for both services. This will be covered under you building application. Dan Zinder in our planning department can help you with this process. I have CC him in this email for your reference.
