Rick, the Public Works Director corrected me on a point yesterday evening:

The Contractor does indeed do the waterline tap and the contractors forces will have to do that while inspected by PW. No directional drilling allowed for sewer or waterlines. Trenches must meet the detail drawings which also include the trench detail:

Sorry for my initial confusion on these points.

Rick,

Following up on our phone conversation: you are trying to supply a bid for the owner of 421 Leroy to add a water and sewer line to a new partition.

1. I assume the Planning has been done and the new Sewer and Water Lines at 421 Leroy are authorized (Dan Zinder confirm.)?

2. If it’s an entirely new connection then it will incur the normal System Development Charges and hookup fees for new connections. You can find the SDC rates here. The hookup fees usually run about $700.

https://www.cityofmolalla.com/sites/default/files/fileattachments/public_works/page/833/20180404_res_2016-21_residential_sdc_fees.pdf

3. All City Detail details are at https://www.cityofmolalla.com/publicworks/page/detail-drawings and the Civil Inspector will check to make sure you follow them.

4. Specifically, water Service: https://www.cityofmolalla.com/sites/default/files/fileattachments/public_works/page/639/w-3030_single_water_service_0.75_1_-_2019-04.pdf

5. And Sewer Lateral: https://www.cityofmolalla.com/sites/default/files/fileattachments/public_works/page/639/s-2175_sewer_lateral_2019-03.pdf

6. The City should be called to do the water line tap – give us at least 24hrs notice please. The Sewer line tap can be performed by your team, we just need the City Inspector to view the tap before backfill.

7. Directional Drilling of the sewer line will not be authorized without a waiver from the public works director because you can’t lay the 3034 pipe called out in the details by that method. Water line PEX could be directional drilled however.

8. Before work, be sure to pull a Public Works ROW Permit with the City, online copies found here:

https://www.cityofmolalla.com/sites/default/files/fileattachments/public_works/page/2211/right_of_way_permit_-_2019.pdf

9. You need to be sure to patch back the road, the instructions are in section 2.7.2 in the Public Works Standards found here

https://www.cityofmolalla.com/sites/default/files/fileattachments/public_works/page/2571/2017_molalla_standard_specifications_for_public_works_construction_-_rev_20190104.pdf

Basically the inspector will be requiring a 1ft T-cut.

10. Naturally for the private side you will go through Clackamas County Building Dept.
