Good afternoon:

Planning received a Land Use Compatibility Statement (LUCS) for a new Industrial Hemp facility at 410 Industrial Way. The property is zoned M-1 and is located in the area of the City where we allow marijuana processing facilities. After speaking with Dan Huff, it was suggested that we have this request go through a Site Design Review so that each department can offer comments. The actual use does require a Type II administrative review or a public hearing.

Dan Huff tells me this site has been empty/vacant for a few years. See the map below:

This applicant tells me industrial hemp production for extracting CBD oil, tinctures and topical lotions for consummables such as costmetics and skincare is a fairly new industry in Oregon. The Oregon Dept. of Agriculture just issued new operating rules for this industry in 2019. As a result, I thought it would be a good idea for this applicant to come in for a pre-app sometime next week (before Gerald goes on vacation) so that we can learn more about his proposal before we review the Site Design Review application.

I will send you some HOLDs on your calendar for next week and then will confirm the time, once I have heard from the applicant.
