Then we can get ahead by drafting a Pre-treatment policy for Molalla and a boiler plate Pre-Treatment permit. We should also talk about updating code to include a fee schedule for the program, to cover administrative and sampling/testing costs, and work with Chaunee on how that will be billed. The program will usually require a monthly report from the industrial user (we’ll make it easy and online) and an annual 24 hour composite sample at a site collector manhole, tested for all constituents in our NPDES permit, plus heavy metals.

We don't have the ability to treat industrial sewage so if the discharge anything other than flows from restrooms then I will require pretreatment. Our code covers us on that related to harmful discharge.

Dan,

If we had even preliminary estimates on the following four items from them, then we could “think over the edge” and get ahead of them, even before they apply for permits. And even if they can’t provide these numbers, if we understood what kind of incubator structures (who will occupy? Paint manufacturers? Or hair salons?) or had a conversation with them about Plastics Process water needs we could possibly estimate this ourselves. The best way to do this would probably to have a simple conversation with their Engineers.

  1. 1. Water Usage expected after full buildout. (will their new processes need induction hardening equipment and cooling water??)
  2. 2. Wastewater flows expected (will all the water in #1 go to sewer? Or will they discharge it as non-contact cooling water to storm or something.)
  3. 3. Wastewater characteristics (what’s going to be discharging in their sewer and how will it affect our plant, and our future pre-treatment program when it’s required. We don’t want to surprise them in 3 years with pre-treatment requirements they weren’t expecting)
  4. 4. Total trips generated after full buildout

 

After that,

  1. a. we pass #4 to DKS and ODOT as early as possible, even informally, for comments
  2. b. pass #1, #2, #3 to Dyer to make sure the water/sewer master plans account for everything

Subject: NW Polymers

All – I attended a meeting yesterday with NW Polymers owner, Mark Shuholm, Lowell Forristall, Clackamas County Economic Development Staff and Mackenzie and Associates Staff members. NW Polymers wants to expand and also add space for incubator (some call them Maker spaces) businesses for a total expansion of 60,000 square feet over a two to three-year period. The NW Polymer expansion will add 30 jobs to the community. Possibly more jobs from the incubator structures. So, a few points:

 

Due to our current work load (especially Gerald’s) we need to be on top of things and ready to respond. We need to know exactly what we have and what needs to happen for expansion of our water, sewer, storm drainage, transportation, etc. But and this is a big one it cannot all fall on the Public Works Director. We need to dig out as-builts, base maps and everything that we have and provide it to Mackenzie:
