Subject: 131 Shirley possible move in w/o ROW approvals

It appears – based on a car in the dw and garbage cans – that someone may have moved into the 131 Shirley house prior to getting buy off on their ROW improvements. The new driveway does not meet ADA and engineering hasn’t accepted the public improvements yet. I’m not 100% sure someone moved in but its very possible.
