Hi Amber,

In order to calculate Transportation System Development Charges (SDC’s), we have to look at what you are proposing to do in relation to the existing use. If you are talking about moving all or a portion of your operation into a building that is currently set up as an office use then we have to calculate what the difference in impacts are for site. For example, assume 1,000 sf of space. A general office is equal to $5,961/TSFGFA (Thousand Square Feet Gross Floor Area) because it generates 1.49 trips. A daycare is equal to $49,365/TSFGFA because it generates 12.34 trips. We would then assess a total of $43,404/TSFGFA ($49,365 – $5,961 = $43,404) to allow a daycare use in what was a general office use.

In order to better estimate what the cost would be as discussed in our pre-application meeting. I would need to know what location you are referring to and the use that is in it so we can determine what fee, if any, is required under our SDC code.

The E classification is probably either a building or fire code designation which is totally separate from and unrelated to SDC’s. Transportation SDC’s have to do with the roadway system within the City. The E classification is likely related to the building type and requirements for a particular use within a building. Clackamas County and the Fire District are the best folks to determine those impacts.

There are several different impacts you will have to look into when moving or expanding your operation. The folks at the County Building Department and Fire Department will be able to help you through the building components of your project. Aldo will help you with the Planning components and I will help you with determining what system development charge and infrastructure components, again if any, there are for the project.

Hi Gerald,

We are trying to expand our business and we are confused on some things. Gary called and talked with Dan Huff and he was saying that we might not have to pay a STC charges if we use a Deardorff building. We are still needing to change the occupancy classification to an E (for education) if we are to move to any building in Molalla. With changing the classification does the STC charges come into effect?

Once we get this information and can start moving forward, where do we go from here? The city of Molalla or to Clackamas County?
