Jacques,

I’ve had a chance to speak with Brenda about the timing of the project, steps taken, and how the project unfolded.

The permit provided a connection point that was approved and our GIS system did not show an existing lateral to the property. After excavating and observing an old trench line, you requested a check to see if there was a sewer lateral connection. Staff dug through old files and found a plan showing a lateral in that location and the City subsequently allowed for you to connect to that lateral. Not installing a new lateral saved both you and your client time and money on the project.

Because we cannot guarantee the accuracy of plans and are still in the process of building our GIS system, the City does not reimburse for these types of situations. We also can’t guarantee the depth and location of some laterals in the City due to material type and lack of locating wire. It is unfortunate that you had, what you considered, an additional to patch in the roadway, but from a larger project view this pavement repair was anticipated had a lateral not existed and the cost to you and your client was reduced in the end.

Please have the paving contractor coordinate with Brenda, in advance of the work, for a re-inspection of their paving activities.

The uninspected patch will be t-cut 1 foot per our detail drawing, removed, and inspection will be required prior to and during paving. Traffic control is required as well as compaction testing of pavement. Minimum thickness of patch will be 4 inches or match existing whichever is greater.

Jacques,

You recently paved back the trench line on Shirley Street but failed to call for an inspection before placing HMAC. You need to remove this patch and redo. Please call for directions or read the directions on your permit which state you must call for inspection. I have no way of knowing how deep this patch is or if you did a T-cut or not. This is not acceptable.
