Hi Alice,
In my discussion and follow-up email to Mr. Farner, I gave him everything he needed to finish his submittal packet. In order to issue a PW permit for ROW work, He needed to submit a site plan showing the points of connection to water, sewer, and stormwater, sidewalk and driveway work, pole relocation, etc. Fairly simple and I gave him 3 companies who could assist him. I also informed him that he had to comply with the submittal requirements for Planning also. He was frustrated that the contractor sketch wasn’t enough and I explained to him that had he read the code and PW standard requirements for plans that he would know what was required. I also reminded him that it was his responsibility as the developer to submit what was needed and if he didn’t know what needed to be done then he would need to hire someone who could help him. I told him it is not the City or the communities responsibility to do his work for him. He knows what he needs to do to move forward.

Planning has now completed its review of the information you emailed me on June 25, 2019. I have attached my comments (please see boxed comments in red inserted inside the document you sent me on 6/25).
Please make these edits and submit revised plans to the City Planning Department. You may also email them to me. Please tell Ron and your team that I am happy to answer any questions you have about the comments.
As I mentioned earlier, we typically don’t complete our review by separate department. The Planning Department is the clearinghouse for all submittals and review comments. The Planning Department also drafts the approval you will need prior to submitting. Prior to drafting and signing that approval document, we coordinate with all City review departments (including Public Works)
I understand Mr. Farner has a meeting with Gerald Fisher on Wednesday, July 10 to discuss the information required for submittal to fulfill the Engineering conditions outlined below. I suspect Gerald Fisher will need you to submit detailed engineering drawings showing compliance with the issues outlined below. Please submit all information to Planning – who will forward it on to the Public Works Director Gerald Fisher – for Public Works review. For all future submittals, we will ask that Mr. Farner and the design team to submit plans addressing attached Planning Department corrections and plan sheets addressing Mr. Fisher’s comments together. The City will review and approve the entire plan set submitted to Clackamas County. It is important that the plan sheets are kept together. Submitting information separately will lead to confusion and likely lead to delay. I am happy to discuss any questions you have about our process.
Prior to application for building permit, the applicant shall submit to the City of Molalla:

When is Gerald to be back? Ron said this is his last effort on this project. Its taken way too long to get such a small project accomplished. He said he is aware you were not here for the majority of it, but this is just gone on way too long.
