Hi Carol,

There is a sewer lateral to the property. According to our records, this property has been disconnected from City services since 2003. Since it has no service it will likely be deemed by the Building Official as uninhabitable. In order to correct the issue and restore services, the owner will need to reestablish services, connect any services not currently connected (ie sewer), and then they will be able to move forward with the sale. Otherwise they will be selling a property that is not habitable and the new owners will have issues connecting to services. I am not sure at this time if they owe the City any back fees for services and will ask Finance to verify all costs to reestablish or establish water and sewer service to the property. Thanks.

Hi Aldo & Gerald … sending you both this email, as you both may have some of the answers.

This property is under contract to sell (currently owned by Citibank. N.A.). I am representing the Buyer.

The title services are being handled by ServiceLink, located in Irvine, CA. They should be contacting City of Molalla to verify if the property transfer will comply with any City requirements, etc.

Can Public Works determine if this property has been connected to City sewer line. (It does have City water service) I am thinking this is one of the properties that received notices a few years back requiring connection to public sewer — and my recollection is that City will require connection prior to transfer of ownership.

ServiceLink is supposed to be contacting City to determine if there are any factors/items that might require a compliance certificate or City report. They will also check with Ginger in utilities to see if there is outstanding utility billings.

Question: Will City of Molalla require the current owner (who received the property foreclosure / Sheriff’s Deed in Feb 2018) to pay for connecting this residence (with commercial zoning) to public sewer line prior to closing? … or has the property already been connected?
