We will need to get this sidewalk and ramp issue addressed sooner than later. A condition of your land use approval was to finish the sidewalk and any ADA related improvements. ODOT has made contact with the City and wants to see this completed. We are getting sustained complaints about the unfinished sidewalk. Please contact Marlene to get the necessary ODOT permits in place to finish this work and CC Brenda on your emails. Once completed, we will review the file to make sure everything has been addressed and then close the file. Thanks Alliks.

I will ask Planning to pull the file and see what the conditions stated. The one across the street I believe was more than a single family home review which may have triggered additional requirements but I won’t know until I see the conditions for the home. I think this is a project from 2 or more years ago.

There is no detectable warning at the corner in the existing ADA ramp. Therefore the ramp does not meet current standards. What did the city require for this development? Just sidewalk or sidewalk and new ramp? The development across the street had to replace the ramp and put in sidewalk.

I think it may have had something to do with the ramp but it was before my time. I am not sure if ODOT provided comments on the conditions of approval for this development or what was discussed with your staff. I believe the contractor would be willing to connect the sidewalk to the existing ramp but I do not know what requirements ODOT is going to place on him. Not sure if he is getting a straight answer from anyone on what he needs to do and I think that may be the hold-up. Is there someone in your office that is requiring a complete rebuild of the ramp or have they told him to pour the panels and connect? From the image below it looks like he could connect but I have not been to the site.

Alliks was supposed to call or email you or Seth to coordinate getting this going. It essentially comes down to the contractor needs to construct approximately 15 feet of sidewalk and ran into a problem connecting into the ODOT sidewalk and wasn’t allowed to finish. Not sure of all of the history. If you have no objections to him connecting along the City street then we can issue him a no fee permit to finish and put this one to bed. In June a gentleman named Alex ((503) 871-3850) contacted me regarding some new homes he was building and wanted to match his new sidewalk to the old ADA ramp. Did this project go through your Development Review process? Did he obtain a city permit to install this sidewalk and did the city require that he attach to the ramp?
I left him a voice mail that he needed a permit if he were on ODOT right-of-way. I asked that he send me a set of engineered and stamped plans showing his sidewalk and grades required for the ADA ramp. I never heard from him. Now I see that he’s built his sidewalk and avoided the ADA ramp and left an unsafe abrupt edge on his sidewalk.
Please provide any documentation you may have regarding this development. Thank you!
