Hi Andrew,

You won’t get a 2” service with a 1” water meter. If your water demand requires a 2” service line then you will either be a 2” water meter or possibly a 1.5” water meter depending on the meters ability to handle demand. Before we allow a meter to be set, your plumbing designer will need to submit fixture units so we can check to make sure it doesn’t spin the meter. To be conservative, here is the SDC estimate for water and sewer based on a single 2” meter.

Water SDC (2” water meter) = $22,217

Sewer SDC = $59,711

In answer to your question about transportation SDC’s, you’ve started too late in the process to get the temporary 2019 rates. The new SDC’s will go into effect on or before July 1, 2021. You have wetland approvals and planning approvals that are needed before the SDC’s will be charged and that work alone will put you past the July 1^st date. 1. When do you expect the City to vote on the new SDC’s? Do we need to just complete our initial submission prior to the vote, or do we need to be fully entitled by the time the vote occurs? The expected timeline will help us create a plan of attack.
2. We will use the single water service for combined domestic and irrigation with. Can you please update the SDC’s to show the single 2” service with a 1” meter?

Good morning Gerald, We had an internal meeting yesterday during which a few more questions were raised regarding the SDC’s:

1. We were told by Cascade Center that the SDC’s should be calculated at the 2019 rates for this development. Can you confirm that’s the case, and if so, provide the SDC’s per the 2019 rates? I can but it will likely not apply because of the time it will take you to get through the process will likely put your submittal past the date the new SDC’s will go into effect. Will calculate the 2019 later today in the off chance you get through the approval process before the SDC update.
2. Regarding the Utility SDC’s, like Water, Sewer, and Stormwater, has Cascade Center Molalla, LLC paid any of these fees already, seeing as stubs have already been provided to our property, and the developer intends to provide the water meter for our specific lot, according to the approved civil plans? No SDC’s or connection fees have been paid for this lot.
3. Can you please clarify your recommendation to include a 2” domestic meter and a 1” irrigation meter separate from one another, instead of a combined 2” water service with 1” meter, that will split into domestic and irrigation once the service is inside the proposed building? If the water services ultimately do need to be split into a 1” irrigation and 2” domestic, I would expect the meters to be ¾” and 1” respectively. Attached is Sheet P-2 from the prototypical building plans, that shows a representation of our proposed water service. Calculations for sewer fees on commercial properties is based on water use. If you combine your irrigation with your domestic use then you will be paying for sewer based on total use. If you split them then the cost of the SDC for the irrigation meter will be offset over time by the reduction in sewer fees. If it is simpler for you client to have it all on just one meter then no problem. We were just trying to save your client money over the long term.
4. How exactly does the City define building area for the sake of the calculations? Taking the Transportation SDC as an example, can we exclude areas that would not cause an increase in traffic (i.e. equipment storage areas, interior wall areas, etc.)? The calculations are based on total building area. Storage and office areas are not exempt from the calculations since they are part of the use.

Here is a quick breakdown and we are scheduled to go to Council at the 1^st meeting in May with their updated request. It worked out to $9,306 per trip since my last emailed estimate to you.

Use – Fast Food Restaurant with Drive Through Window (per KSF), ITE Code 934

Trips generated including reductions for divided linked trip and pass-by trips totals 9.28 per KSF.

Proposed use size 2.919 KSF

Estimated SDC that will get approved by the City Council since last calculation is $9,306 per peak hour trip.

Improvement SDC = 2.919 KSF * 9.275852 Trips/KSF * $9306/trip = $251,972 rounded

Reimbursement SDC = 2.919 KSF * 9.275852 Trips/KSF * $769/trip = $20,822 rounded

Admin Fee 2% = $5,459 rounded

Total Fee $278,251 rounded

We are hoping that they settle on these new numbers. As a reference point, the numbers for the full TSP would have you at a transportation SDC of $350,775. They are looking at reducing that increase by almost ½, but until they settle on that number there are no guarantees that it wont go up from the $278,251.

The SDC’s are set based on capital needs and impacts to systems. If your development has an impact to the system then it is required the pay SDC’s based on those impacts. There are no exemptions for these impacts and the only flexibility we have is financing over a 2 year period but our interest rate is high compared to a bank or other lender.

Gerry, These costs seem extremely high - $350,000 in SDC’s for a 0.70-acre outlot. Am I correct to assume that SDC’s are synonymous with “Impact Fees?” How is the transportation SDC calculated, and is there any room for flexibility on any of these SDC’s?
