If your water demand requires a 2” service line then you will either be a 2” water meter or possibly a 1.5” water meter depending on the meters ability to handle demand. Before we allow a meter to be set, your plumbing designer will need to submit fixture units so we can check to make sure it doesn’t spin the meter. To be conservative, here is the SDC estimate for water and sewer based on a single 2” meter. Water SDC (2” water meter) = $22,217 Sewer SDC = $59,711 In answer to your question about transportation SDC’s, you’ve started too late in the process to get the temporary 2019 rates. The new SDC’s will go into effect on or before July 1, 2021. You have wetland approvals and planning approvals that are needed before the SDC’s will be charged and that work alone will put you past the July 1st date. Here is a quick breakdown and we are scheduled to go to Council at the 1st meeting in May with their updated request. It worked out to $9,306 per trip since my last emailed estimate to you.
Use – Fast Food Restaurant with Drive Through Window (per KSF), ITE Code 934
Trips generated including reductions for divided linked trip and pass-by trips totals 9.28 per KSF.
Proposed use size 2.919 KSF
Estimated SDC that will get approved by the City Council since last calculation is $9,306 per peak hour trip.
Improvement SDC = 2.919 KSF * 9.275852 Trips/KSF * $9306/trip = $251,972 rounded
Reimbursement SDC = 2.919 KSF * 9.275852 Trips/KSF * $769/trip = $20,822 rounded
Admin Fee 2% = $5,459 rounded
Total Fee $278,251 rounded
We are hoping that they settle on these new numbers. As a reference point, the numbers for the full TSP would have you at a transportation SDC of $350,775. They are looking at reducing that increase by almost ½, but until they settle on that number there are no guarantees that it wont go up from the $278,251.

The SDC’s are set based on capital needs and impacts to systems. If your development has an impact to the system then it is required the pay SDC’s based on those impacts. There are no exemptions for these impacts and the only flexibility we have is financing over a 2 year period but our interest rate is high compared to a bank or other lender.

Gerry, These costs seem extremely high - $350,000 in SDC’s for a 0.70-acre outlot. Am I correct to assume that SDC’s are synonymous with “Impact Fees?” How is the transportation SDC calculated, and is there any room for flexibility on any of these SDC’s?

The following is an estimate based on when you will be able to get planning approvals and move forward with building plan submittals. The transportation SDC numbers are based on our estimate of the City Council’s SDC update which will be less than the original approved SDC’s set back in 2020.
Water SDC (2” water meter) = $22,217
Water SDC (1” irrigation meter) = $6,944 note this is optional but recommended due to sewer fees without irrigation meter.
Sewer SDC = $59,711
Stormwater SDC = $8,325
Transportation SDC = $251,958
Parks SDC = $0 (Exempt)
Total SDC = $349,155
