Dan,

Interesting, I think the current noise level there is 60-70 db at the moment.

From a calculator I found on the web, see below, it seems the noise from the unit will be around the 45 db at the OR211, which leaves us with the need to cosmetically hide the unit from the public, which we can do although the unit is a nice British Racing Green in color.. We would like to plant trees to accomplish this I believe Mark will be with you shortly to discuss.

Nic,

From my inquiries with DEQ, there’s not a lot of guidance aside from the statute. I used a very rough online tool to look at how the sound might carry and it suggested that noise in the 50 db range could carry for quite a distance from the source given the 98 db rating at source.

The bottom line is that screening is required for ground mounted equipment (See Item “G” of the linked standard) and we will require that the screening aids noise abatement. Given that, there are a number of walling options that would easily mitigate sound to levels advised within the statute for all hours. If your engineers can model something that reduces sound to ~45 db by OR-211 we can move forward. Our citizen body has been very sensitive to noise issues in recent years. Taking this initiative now can build political capital for your business in the community. It will also mitigate to the point where you won’t have to worry about hours of operation, as needed.

Your use has an abundance of parking so if adding screening encroaches on another space you’ll still be well over the parking standard for your use (i.e. removing parking moves the project towards conformity and would be approvable).

Best,

Dan,

Just want to confirm my understanding, the dust collector noise should be measured 25 feet from the nearest noise sensitive building and not 5 feet from the unit, I assume the numbers you are reviewing are noise levels next to the unit.

This is obviously difficult to actually do with installing the unit to test the noise.

We have other dust collectors on site which we could test noise levels at a similar distance that would be simulate the new units impact.

We will reach out to OSHA to have them conduct the noise assessment for us, hopefully their input will help move this forward.

We’ve taken a look at the revised materials and have found that the decibel rating of this device exceeds noise thresholds allowed by DEQ per OAR 340-035-0035.

See: https://secure.sos.state.or.us/oard/viewSingleRule.action;JSESSIONID_OARD=celu09JmStqDb_H7CfN2d4zHtCBZK1Bcws0Z-E0P7NyfWPS8f9hZ!2121836845?ruleVrsnRsn=244153

Also see the attached document for associated tables (Table 8).

The City cannot approve the proposal as submitted and will require an engineered solution to bring the projected noise levels to DEQ thresholds + site plan updates as applicable.

Good morning Nic,

I’m taking a look at the submitted application and we need some more info before we can process.

  1. 1. The site documents submitted do not meet our requirements for a site plan submission. I’ve redlined out items that won’t be necessary for this submission from page 2 of the application you submitted.

image

Please complete a site plan that meets the requirements and resubmit to Julie Larson, cc’d above.

  1. 2. From Page 13 of your submitted document – the extent of all development will be 19’x9.6’?
  2. 3. How many decibels this equipment will generate as proposed?

Thank you,

Dan Zinder
