To follow up on item 2, I’ve attached the section of our Downtown Master Plan that addresses streetscape elements. I’m not quite sure where you meant for the bench placement.

Our general thoughts are:

- A selection of these elements would be appropriate for the public and private frontage along OR-211

- A row of street trees with ornamental lighting along the public portion of the OR-211 frontage

- Bike racks (and bench(es)?) make sense for the private frontage (if only that western themed bike rack could still be found)

- If bike racks are placed in the private frontage this would also count towards bike parking requirements for the development – generally, these placements increase the chance that they’re actually used.

- It would still be great to have one U-rack where the comments suggested next to the retail use:

  1. 1. Do you want to see the curb and sidewalk go all the way to the intersection of Main Street and Metzler Avenue and not just in front of the project site? Yes, this would be a requirement in order for the city to participate in the improvements.
  2. 2. The improvements on Main Street, the Downtown Master Plan which is kind of old, basically shows street trees in grates and pedestrian scale lighting and benches, the bench can be placed near the pedestrian crosswalk. Is that going to work for you, and that is only required in front of the project site or all the way to the intersection of Main Street and Metzler Avenue? Dan Zinder will follow-up with you on this.
  3. 3. We have decided to make the street widening improvements on Hart Avenue all the way down to the end, so that when those lots will be developed in the future, the frontage improvements will already have been done. Will all those improvements be eligible for assistance from the city? No, these would not be eligible for city assistance as future development of the lots would be responsible for these improvements.
  4. 4. As far as the cost estimate for all these improvements are concerned, I think it is a little bit early for that as we still do not know the full extent of construction and we do not have any approvals from ODOT or the City of Molalla. After the first review for the construction documents from the City of Molalla and ODOT would be a more appropriate time. I understand your position on this and don’t disagree. I think it’s important to note that if you decide the city’s offer of assistance is not worth the effort, you’ll end up having to file to modify the proposed site plan to remove the ‘non-required’ improvements from the plan, so there is some risk in waiting. I would recommend getting the Engineered Cost Estimates to the City as soon as possible so you can decide if it’s the way you want to go, or not.

I was finishing up the incompleteness items and ready to resubmit the updated plans when this email popped up. I need some clarification on what you are looking for. Hello Bill,

We’ve discussed the potential for City participation in the required roadway improvements for your project, and need a bit more information.

We’ll need engineered cost estimates for the ½ street and access improvements along the areas shown on the map below. Please ensure the estimate includes the entirety of the area shown, including the roadway in front of your neighbor to the east. Please insure that the estimate is not inflated, we have the expertise in-house to see if it is and will reject any participation if that occurs. Also, the area shown on the map exceeds what is required for improvement, we recognize that and our participation would exceed any unrequired improvements.

Secondarily, we would like to see some dressing up of the private property portion of your sidewalk along 211. Dan Zinder is reviewing the Downtown Master Plan and will discuss some options with you on how to do that, please make arrangements to chat with him (he’s cc’d in this email).

We look forward to continuing to work with you on your project and will determine what level of assistance might be appropriate based on the estimates you provide. Thank you.
