George and Bill,

Please find staff’s incomplete letter attached. The deadline for resubmission is Monday, September 20, 2021 and you may resubmit at any point up until that time.

In addition to the incompleteness items found in the letter, I have provided some initial feedback on the application and site plan that would generally strengthen it and address some items that would be conditioned in the review process. Please find those items below. Working through some of these issues now will reduce the workload post hearing for all parties.

  1. 1. Private path on P2.1 should connect to public sidewalk on Hart Ave

  1. 2. Any cyclists will likely be using the retail portion of the project and bike parking should be located as close as possible to these uses. Such as below:

As the total floor area of the proposed project will be over 10,000 SF civic space requirements pursuant to Chapter 17-3.2.050 Civic Space and Pedestrian Amenitiesto will be a requirement of this application. Civic space dimensions and amenities should be reflected in the site plan and narrative should show it. Calculations for the 3% should be made in reference only to the proposed parcel 52E08DD04400. Pedestrian areas in excess of the 6' sidewalk requirement along W. Main can be included to the balance of civic space for this proposal. Additionally, Staff offers the suggestion that a widened pedestrian area suggested on the north side of the proposed building could serve as both the bike parking and additional civic space.

  1. 4. The southeast corner of the existing building to be kept apparently encroaches into the Metzler ROW. The City will not acknowledge this existing non-conformity. This corner will need to be altered so that all portions of the proposed buildings are either be flush with or behind the Metzler ROW line.
