Mac I believe I can answer this question about grease traps, but probably best done in person if details are needed. If Sam has a different take I'm all ears.

 

Short answer is: it's sort of a red herring in this case, and need not delay any business lisence application. The reason is that Molalla just doesn't experience sanitary sewer overflows (SSOs) like many communities, and so, a large Fats Oils and Grease program, while it is a tool allowed by our code, isn't strictly necessary right now. Another way to say it is that the condition of 13.08.530 isn't met: this business in our judgment isn't "deleterious" to the wider sewer system, so the analysis can stop there. In some systems ALL Food Service Establishments (FSE) are deleterious! So all are required to install giant grease traps!

 

But all FSEs are already required to install them by oregon plumbing code anyway (and plumbing code sizes them too). So unless one's sewer system sucks so bad that one needs everyone to install traps bigger than those required by plumbing code to avoid SSOs, one need not get carried away. Further, any FOG program should be incorporated into our wider pretreatment program and shouldn't be looked at in isolation, such as hitting a business up on their initial lisence appication. For example, many communities that do implement mandatory FOG programs also include loan/grant programs to help affected businesses comply, so the rule is not so Draconian.

 

Gerald never really understood this and felt one should have a robust FOG program just for the sake of a FOG program, and i think that is why it is on the application form. If an application is an FSE but checked that they did NOT have a grease trap then i would say it would have been useful information.

 

If we have concerns about this line of logic I can ask the question, DEQ has a good Pretreatment Program Coordinator we can ask.
