Hi Tim,
Our team discussed your project today. Short answer is, we’re likely not going to have capacity to adopt new standards in a short time frame, however we found some code provisions that would support the version you sent with the continuous access drive + eyebrow between Hezzie and Lynn Lanes. The City could require mid-block lanes vs. having a bunch of flaglots per section C below:

There are a number of additional considerations (such as the need for continuous pedestrian access and establishing an HOA for the storm and access maintenance) that would come into play but we would be able to work with the concept.
