Hello,

I was hoping to discuss an upcoming project for a client who is interested in developing out Lot 7 and a portion of Lot 8 in the Cascade Center. Would you please send me a copy of the final land use decision for the Cascade Center?

I will make a dropbox and send the NOD to you + revised TIA. I’ll cc our City Recorder to complete the (no-fee) records request.

Some of the remaining questions about the suitability of this site for the proposed project include:

  1. 1. It appears on the meeting materials here that Lot 8 was going to be used as shared parking for the commercial lots and subdivision. The current Cascade Center Plat doesn’t show shared parking or access and doesn’t mention the subdivision. Was this a later phase of the project or did the project exclude the subdivision?

 

I wasn’t as involved with earlier portions of the project. The short of it is that is there was initially going to be some shared parking with the apartment complex to the south and west on what was then called “Lot 9” in the SW corner of the subdivision. That portion of the project, and that lot, got nixed.

  1. 2. Would there be a problem if our clients building is proposed to be larger than the 18,600 specified in the original application materials? What criteria would we need to include in a pre-app to satisfy City Planning Requirements? For example, showing updated parking numbers & location, update/addendum to the current Traffic Impact Analysis showing the larger building versus traffic demand, and an updated stormwater management plan (if applicable).

 

Each of these lots is required to go through site design review (SDR) and the City could work with a revised footprint and orientation that meets orientation and design standards of MMC 17-3.2.040 Non-Residential Buildings.

You can access our pre-app form here. It lists the requirements. Some of that information goes above and beyond our pre-app requirements and will be discussed/addressed in the meeting for application submission.

  1. 3. The proposed building location will also cross the 8’ PUE and sanitary sewer easement. Would the easement be able to be relocated or could development occur over the easement?

 

I had a brief consultation with Public Works. Initial sentiment is that the PUE on the south side of Lot 7 could and would be moved with the land realignment/SDR as those utilities are not yet in place. The sanitary sewer line and easement is already in place and could not be moved.

  1. 4. Finally, the larger size of the building and client requests will likely require the building footprint to be reorientated to run north/south lengthwise along the southwestern property line and cross lot lines between Lot 7 and Lot 8. Could this be accomplished through a property line adjustment or would a replat be required?

 

As these are platted lots, I believe this could be done by PLA. We would confirm the process in the pre-app. The land modification and SDR apps would be submitted concurrently as separate applications.

Any help you can provide would be greatly appreciated.
