Hi Steve,

If it is two 2” meters then they can be located in corner planter strips in Brooks boxes as specified in Section 5 of the PW standards https://www.cityofmolalla.com/publicworks/page/design-standards. If it is a single larger meter then we will want that in a vault up next to the right of way. Vault will require submittal from Oldcastle or other approved provider.

Here are the current numbers for SDC’s

Water

Two 2” meters = $44,434

One 3” meter = $44,432

Sewer

Two 2” meters = $119,422

One 3” meter = $119,421

Here are the current rates for services

Monthly Water Cost

Two 2” meters = $148.14 base fee per month

One 3” meter = $161.32 base fee per month

$3.03/month use charge per 100 cubic feet

Monthly Sewer Cost

$43.43 base fee per unit (60 units) = $2,605.80 base fee per month

$4.30/month use charge per 100 cubic feet of water above

As of right now we are not anticipating an increase in water fees until 2022 but sewer will increase at approximately 7.33% per year for the next 5 years to pay for the new WWTP upgrade. Increases take effect on July 01 of each year. After that we anticipate it only growing with inflation. The percent increase will be reviewed each year and assumes that the plant will be 100% rate payer funded. As SDC’s come in we will offset rates with SDC’s towards debt to lower the increases each year. That is the best forecast I can give you at this time.

As an aside, stormwater rates are $4.01 per EDU. Take the total impervious area divided by 2,980 sf and multiply by $4.01. That will be the monthly charge for the site. Rates increase each July 01 based on CPI-U for Portland-Salem inflation. There are no street maintenance or parks fees at this time.

Gerald,

As discussed earlier this week, please see the attached. We would propose running a new public W/L (shown in red) about half way down the property and then stubbing to the west for future connection. The WM(s) would also be mid-point on the property (shown in blue). Preliminary calculations show we need either 2-2” WM’s or 1-3” WM to serve the site. This is based upon having good pressure at the site which we know is true. Can you please tell us the SS and Water SDC’s are for 2-2” WM’s vs 1-3” WM.
