We are finalizing the signal warrant analysis at OR 211/Leroy and wanted to follow up for a clarification on one of the ODOT comments from Monday. In reviewing the ODOT Analysis Procedures Manual, Section 12.4, the right turn volume reduction can be applied for up to 85% of the capacity of a minor street shared through-right lane. This is not a function of the surrounding area population, which is referenced in the comment. The increase in population of Molalla above 10,000 will allow the 100% volume warrants to be applied and not the 70% warrants as before, but we will continue to apply the right turn volume reduction as in previous analyses. Could you please clarify and/or let us know if you are comfortable with this approach?

Hi Zach,

I heard back from ODOT and they will also want OR 211-Ridings Ave included in the intersections to be reviewed. Though the official totals from PSU are not out yet, based on the projection from last year the City of Molalla will pass the 10,000 population threshold for July 1, 2021. The 2.2% growth rate from 2020 will put us at 10,120 for 2021. This is important because the right turn reductions ODOT required for existing development should not be considered. The proposed development should be considered by ODOT going forward as having full trips for the existing approvals and no reductions allocated for the right turn movements. Here is the list in total.

Good afternoon Gerald,

We are working with AKS and I&E to prepare a traffic impact study for a proposed multi-family development south of the Cascade Center commercial property on the south side of OR 211 at Leroy Avenue. Following up on the recent pre-app meeting, we wanted to confirm the traffic study assumptions with you all before we move forward with the TIA. Could you please confirm and/or comment on the following?:

 

o OR 211/OR 213

o OR 211/Hezzie Ln

o OR 211/Leroy Ave

o OR 211/Dixon Ave

o OR 211/Molalla Ave

We propose to use historical count data collected at these intersections in fall 2018 and apply a 2.5-percent annual growth rate to arrive at 2021 volumes, as well as a seasonal adjustment factor. Could you please confirm the City will accept this approach?

 

o Cascade Center commercial development (Traffic Impact Analysis dated March 2019 and Addendum dated July 2020)

o Colima Apartments (Traffic Impact Analysis dated November 2019 and Addendum dated January 2020)

Could you please confirm if there are other approved developments that should be included as in-process?

 

At this time, the team is still finalizing the site plan layout and number of multi-family units, as well as the anticipated build-out year. Please let us know if you will require more detail on these elements beyond what was shared at the pre-app meeting in order to respond to the items above, and we can circle back with the team.
